Article 1 CJSC adopts “anonymous review”. Its related process and management principles are according to “Editing Process & Notes” and “Review Criteria”. If the contributor is the one of editorial members, he or she should avoid the review process. 
 
Article 2 CJSC calls for paper perennially. It has released publications three times a year in April, August, and December since 2011. Three to nine articles are included in per publication according to the sequence of publications reviewed.

CJSC adopts “anonymous review”. Its related process and management principles are according to “Editing Process & Notes” and “Review Criteria”. If the contributor is the one of editorial members, he or she should avoid the review process. 
 
Article 4 CJSC not only calls for paper publicly but calls for keynotes which meets the purpose of CJSC. The followings are the keynote invitees and management principles.  
1. The following people could be recommended by chief editors and editorial committees; and then be approved to be “keynote authors”.
(1.) Awarded by Taiwan Guidance and Counseling Association 
(2.) Senior practitioner of guidance and counselling and distinctive scholars 
2. The following the keynote management principles.
(1.) The chief editor would contact the editorial committee passing the resolution of the keynote author and then consulting his/her willingness. 
(2.) Keynote is required to be in the review process. 

 
Article
5
CJSC is approved to publish special topics. 
1.The theme and chief editors of special topics would be resolved by the editorial commit. 
2. The review process of special topics is the same as the general ones. It is according to “Editing Process & Notes” and “Review Criteria”.
3. The chief editor of special topics is allowed to attend the editorial meeting, to review manuscripts, and to make comments.

The guidelines come into effect through the approval of editorial committee and the examination of council, same as any amendments occur.
